It is symptomatic that even the “responsible” inspector returning to Chile is able to deflect the issue of guilt. In a news segment immediately following the documentary on 22 November 2009, he said the problem was moral, and that Boliden and the Swedish government should donate money to a locally administered fund. In this way the symptoms are (at best) treated, while the causes are (at worst) handed over to powerless ethicists.
