A 25-year-old FBI agent goes surfing to catch bank robbers who dress up like former presidents.

Bigelow was ahead of her time with the style of the action sequences, using occasional TV-news-style camera work and realistic mise en scene together with precise and sensual objectification of the actors. There was Japanese bubble money in the production; appropriately, the female lead is an androgynous tsundere. The butt-rocking soundtrack sounds a little bland, but it works with the theme of monomythical and homosocial self-exploration. Too bad the plot and characters make no sense.
