Pilots setting new records for altitude encounter a second moon of the Earth, hidden by the clouds and protected by its own atmosphere. Local humans have learned English from a crashed pilot but are kept as cattle by an empire of literal frogmen.

A typical pulp adventure novelette, heavy on violence and light on sex.
